1962　フリードマンによるNITの考案（Friedman, Milton, 1962, Capitalism and Freedom. ）

1960年代　ジョンソン大統領、「貧困との戦い」の一環として、Income Maintenance Task Froceに命じて、最低所得保障に関する研究を開始。
↓
1968　「最低所得保障に関する大統領委員会（President's Commission on Income Maintenance Programs）」を召集。

★196801　チャールズ・エヴァーズ：ミシシッピー州の第三区から連邦下院議員選挙に立候補し、その際にプログラムの一つとして「ワークフェア」を考案する。

196808　The New Jersey Graduated Work Incentive Experimentの開始：ウィスコンシン大学の貧困研究所がMathematica社と連携して実施。（この時期連邦政府はNITの実験に出資していたが、その地域はNew Jersey（都会）, Iowa（田舎）, North Carolina（田舎）であり、加えてSeattleを計画中だった。）（（Moynihan 1973: 191）

19690807(-08)　ウィリアム・サフィア：ニクソンのスピーチの中に「ワークフェア」を挿入。
19690808　ニクソン大統領のTV演説。
19690809　ニクソンのTV演説がワシントン・ポストに掲載される。

「結局のところ我々は貧困から脱却する手段を論じることはできない。つまり、我々は貧困から脱却する手段を法で制定することはできないのだ。しかし、この国は貧困からの脱却にむけて徐々に進むことはできる。アメリカが今必要とするのは、これ以上の福祉ではない。「ワークフェア」を強化することこそが必要なのだ。」（The Washington Post, August 9, 1969: 1）

196911　『Poverty amid Plenty: The American Paradox』（「最低所得保障に関する大統領委員会（President's Commission on Income Maintenance Programs）」の最終報告書）

19720201　レーガン（カリフォルニア州知事）の上院財政委員会における証言：FAPを批判してカリフォルアの近年の福祉改革を賞賛する（上院財政委員会委員長のロングはそれを聞いて、ワーキング・プアの窮状を高い税率と関連付ける発想を得たかもしれない）。（Howard 1997: 68）

1989　　ウィリアム・サフィア：OEDの第二版で「ワークフェア」の考案者が自分ではなくエヴァーズであることを知る。
